Carefirst BlueCross BlueShield Reform

About The Project

The region’s largest health insurance company, CareFirst BlueCross BlueShield, has a federal charter that obligates it to serve the public as a charitable and benevolent organization. As such, any excess surplus maintained by CareFirst must be used to serve the public interest. To ensure that CareFirst meets its charitable obligation, DC Appleseed worked with the D.C. Council and a broad coalition of stakeholders to establish a clear standard for determining whether the company has excess surplus. We are now working with the D.C. Insurance Commission to ensure that CareFirst spends down its surplus to lower premiums and address community health needs.
