Released in June 2001, this report recommended reforms to the District government's financial structure after the District of Columbia Financial Responsibility and Management Assistance Authority ("Control Board") became dormant in October 2001. The law creating the Control Board instituted a new financial management structure for the District government that included a strong, independent Chief Financial Officer. DC Appleseed's report examines how -- in light of improvements in the new system -- the District's financial management should be structured in the future to avoid the problems of the past.
