About The Project

Operational Reform of the District of Columbia Council: A Fix-It-Yourself Manual, released in February 1999, recommends changes to how the D.C. Council staffs its operations, enacts legislation, conducts public hearings, and provides information to the public and members of the Council. Since release of DC Appleseed's report, the Council has made several improvements including the creation of a comprehensive website, publication of scheduled public hearings in The Washington Post, and implementation of time clocks in public hearing meeting chambers to ensure that those present have equal opportunity to participate in public debates.
