Fair Federal Payment for D.C.

About The Project

The Case for a More Fair and Predictable Federal Payment for the District, released in November 1995, found that revenue restrictions imposed on the District of Columbia -- most notably the ban on a non-resident income tax and the large amount of untaxable federal land -- diminish the District's revenue-raising capacity by $1.15 billion annually. The report recommends a formula-based federal payment to compensate the District for this loss.
